Description:

Part of the Data Safe feature (also known as TopSecret) included with the NotebookSecurity security product from G Data Software AG - which "is designed for protecting sensitive data and uses powerful encryption algorithms to do so". On the tested version (2012) the file doesn't exist so the exact purpose is therefore unknown and the recommendation is to disable it
